Are you using arch?
Have you tried debian jessie?
At jessie it works, at suse it works, so I think it is not a hardware problem,
Maybe arch is not proper configured.

The NetworkManager uses usb0 and connects it.
With nm-applet you can manage the connections.
Of course the ZTEMF823 is a router with web management for configuration of
the "real" connections.
You may start a browser to make it auto connecting.
