As the name suggests, those are ROSE devices.

You most likely are using (or attempted to use) an amateur radio?
Not necessarily.  Those devices will be created by merely loading the
rose module, which can be done by referring to its 'net-pf-11' alias.
Maybe NM does something that triggers this?

These "rose" network devices are showing up regularly on a i5-4570 system running Fedora 21. It is a very recent sometimes thing on a i7-4770 system running Fedora 20 and I have never seen it on an AMD 8150 also running Fedora 20.

I am testing Fedora 21 virtually on the i7-4770 system if that makes any difference since I never saw this until very recently (like within the last week).
