I'm not extremely familiar with the OpenSwan VPN plugin, however a few thing you can try and wouldn't hurt:
 * A restart for NetworkManager to see if it helps anything.
 * Not sure about the location of things on Ubuntu, but make sure you have the library (.so) at the correct location as it will provide you with the GUI you're after.
