We already thought of merging some of the rules in systemd; but just
those which would let systemd decide whether a given device is a modem
or not (i.e. whitelists and blacklists). This would allow us to use
systemd's on-hardware activation so that MM is started only when
required; see bugzilla.gnome.org/show_bug.cgi?id=703039. ofono can also
probably benefit from those rules I guess.

But for plugin-specific rules, e.g. port type tags and such, I wouldn't
add them to systemd; it's information that systemd won't use for anything.

Just a clarification here; having the modem detection rules in systemd
is not a requirement for the on-hardware activation in systemd, just
something that we would use if we ever end up doing the on-hardware
activation.
