It means that the L2TP plugin isn't expecting some configuration that
it's getting; the 'user' property shouldn't be an integer, it should be
a string that's set to your login name.  Can you post the (sanitized, of
course) config from /etc/NetworkManager/system-connections for your L2TP
connection so we can see what might be going on?
