It seems the first command not replied properly is the above CPMS
setting, which is the SMS-storage related configuration, IIRC.
I would try the above command on its own (AT+CPMS="ME","ME","ME") passed
to the modem through a direct minicom connection without modem-manager
in place, and see if the modem chokes on it or what. If it does, the
output of "AT+CPMS?" and "AT+CPMS=?" will also be useful.
If any special CPMS configuration is needed, I recently sent to the ML a
new plugin for review which also needed special CPMS commands, so the
fix to enable plugins use their own CPMS should be there.
