ANN: NetworkManager 0.8.4-beta3 (0.8.3.997) released

Still on the road to NM 0.8.4, I released 0.8.3.997 this week.  It
includes a few fixes since 0.8.996, the most notable are:

- moves system connection timestamp saving to /var instead of touching
the keyfiles or ifcfg files themselves, to allow read-only /etc and
easier system administration
- documentation fixes
- allow paths to be used for certificates and private keys in keyfiles
instead of integer lists
- don't quit if we don't find a usable DHCP client
- fix a crash in the editor when editing a connection with secrets

If this version proves stable and regression free, we should have a
0.8.4 release in a week or so.  Thanks to everyone who helped out so
far!
