Could you please provide modem-manager debug logs?

It seems a different (additional) issue to me. From your logs, modem
gets properly enabled, which is where the previous error was happening
(during AT+CFUN). Debug logs will probably help us to see what's
happening now.

PS. I created this morning a personal PPA with latest git master:
