NetworkManager or network service?

I have 7 or 8 computers (in 2 places) under my control
running Fedora-14 or CentOS-5.5 .

About half of them run NetworkManager,
and the rest use the network service.

My policy is to use NetworkManager
if it starts with little or no trouble;
but if it seems to be taking too much time to setup
I turn on the network service instead.

But I'm wondering: can one say that
if the network service works
then NetworkManager must work if properly set up?
