You request a freedesktop git account via bugs.freedesktop.org and then
eventually it gets approved.  It might take a few weeks so the earlier
you apply the better.  The process is here:

Since NM/MM aren't projects on fdo yet, you'd file the bug against the
freedesktop.org product.  Request git access to both NetworkManager and
ModemManager.
