rfkill modem or wifi

Hi

Any one knows that if we do rfkill modem or wifi, should NetworkManager goes into the " NM_DEVICE_STATE_UNAVAILABLE" state? or I set it to be "NM_DEVICE_STATE_DISCONNECTED" is Ok?

what if rfkill is kill rf rather than turn off the device?
