release: NM and applet 0.8.1-beta2

Hi,

I've tagged and uploaded NM and the applet 0.8.1-beta2 which you can get
from here:

Notable changes since beta1 include:

- updated translations all around
- fix some crashes in the bluetooth wizard plugin
- lock well-known SSID networks to specific APs
- remove support for IPv6 DHCP-only connections
- fix network being disabled on resume from failed suspends
- fix handling of IPv6 RA flags
- be more lenient with IPv6 RDNSS server timeouts
- headers are more C++ friendly
- fix descriptions for 'hso' and 'mbm' 3G cards in the applet
- keyfile plugin updates for Bluetooth
