Seems fairly recent...  Can you do some modem-manager debugging for me?

1) stop NetworkManager
2) killall -TERM modem-manager
3) modem-manager --debug
4) start NetworkManager
5) reproduce the problem

and then lets see what ModemManager's debug output is.
