How NM selects network if the laptop moves

Hello,
I did a little experiment by walking in the building. First, I selected the SSID myself assumed "A". Afterwards, I let the NM select wireless AP itself. I found that NM always select AP with the highest RSS. In case no AP named "A" exists, NM tried to select another AP with the highest RSS instead.

Is my understand about the WLAN selection  mechanism behind NM correct?
