I'm using Fedora 10 with latest NetworkManager updates with the keyfile
plugin enabled in nm-system-settings.conf. I've successfully enabled
wifi connections that work for all users. When I define an OpenVPN
connection for the local user using nm-applet, I can successfully
connect to my VPN. However, if I tick the "available to all users"
option and try the same previously working connection, NetworkManager
fails to connect with the following error:

connection was active.
