Curious NM behaviour on new Fedora-11 system

I installed Fedora-11 on a computer yesterday (replacing Fedora-10),
and had some difficulty getting NM to work.
It got into the annoying mode where it keeps asking endlessly
for my encryption code.

As far as I could see, the WiFi device had not become active
at that point:

Incidentally, are the meanings of the "state change" numbers
explained anywhere?
