Any chance you could run the modem with NetworkManager, by doing the
following?

a) stop NetworkManager
b) as root, run NetworkManager with:

NM_SERIAL_DEBUG=1 /usr/sbin/NetworkManager --no-daemon

and reply with the output?  Recent versions of NetworkManager are much
more forgiving of modems that have odd init requirements.
