NetworkManager 0.7.1 rc2 release

Hi,

I've tagged and uploaded the 0.7.1-rc2 release, with the version number
0.7.0.98.  The next release (either -rc3 or 0.7.1 final) will be out in
in the first few days next week.

The VPN plugins aren't included in this announcement because they
haven't seen any changes other than translation updates.  The VPN plugin
-rc1 releases are compatible with NM and nm-applet -rc2 release.
