Ok, the issue is that your modem is not recognized by the copy of HAL
that Linpus Lite ships.  Can you attach your copy of:

/usr/share/hal/fdi/information/10freedesktop/10-modem.fdi

and also the output of

/sbin/lsusb

when the card is plugged in?
