I've never tried quite what you're attempting, but I know the gconf
system supports system-wide settings either as defaults or as mandatory
values. You can find the system-wide gconf files somewhere in /etc.
Probably you want to edit them using gconftool-2 rather than trying to
do it by hand. I can't give you any more detailed instructions than
that, but that should at least get you Googling in the right direction.
