Any chance you could get a hexdump of the IE?  I've never seen this before, but 
it looks like this can only show up if the IE that NM gets (as sent to it by 
wpa_supplicant) is malformed, which means that it's length is invalid (the 
length reported by the IE header is not the overall ie length minus 2) or if the 
IE header's version is not the correct WPA or RSN versions.  Could you put some 
debugging code in src/wpa.c where that message is printed to determine which of 
the 3 cases is failing there?
