NetworkManager and PolicyKit

NetworkManager works well with root but not so user because of permits.
If I configure networkmananager.conf, at_console with group =
"netdev" then it works well for users.
I would use the PolicyKit but does not ask permission.
I have configured
/ usr / share / PolicyKit / policy / org.freedesktop.network-manager-settings.system.policy like this:
<allow_active> auth_admin_keep_always </ allow_active>
or
<allow_active> yes </ allow_active>
but does not work. Why?
I have a I slackware 12 + pam , PolocyKit 0.9, Networkmanager svn.
Other applications (gnome-system-tools, cpufreq_selector, Clock ... .. etc) work well demanding the password.
