The kernel driver has this responsibility.  Could you provide the output
of 'lsusb -v' both before eject *and* after eject?  That would allow me
to better add this support to the kernel.  Sierra devices already do
this transparently, and so should the drivers for Novatel, Option/hso,
and other devices.  Just need to write some small patches for it.
