No, per type. WLAN has a killswitch, WWAN has a killswitch, BT has a
killswitch.
Ok. So it is intended.
In which device state should the wireless devices be if wireless is
disabled using the killswitch? NM_DEVICE_STATE_UNAVAILABLE?
