Ubuntu update request

I'm a total newbie, and I've yet to find complete, lucid instruction on how to install a tar file. My Ubuntu 6.10 gave me Network Manager 0.6.3 via its automatic installation program Update Manager. Could you please pass the newer
0.6.4 version to the Ubuntu folks so I can auto-install it.
