Is (k)networkmanager supposed to work only with dhcp?
Is this a only kde-related issue and in Gnome everything works?

At this time Network-Manager does not work with static addresses so
you need to use DHCP for it to work. I think Static IP address
settings are scheduled for .7.

If you don't want to enable DHCP on your home router (Though I don't
see why not...) and it supports setting a reservation you could create
a pool with no addresses but then create a reservation for your laptop
then it would only distribute one address and that would be only to
your laptop. I played with my DD-WRT and it seemed to allow that
there.
