Sorry I misunderstood for some reason I assumed you meant that just
nm-applet wasn't starting.
To start NetworkManager manually on Ubuntu type:
sudo /etc/dbus-1/event.d/25NetworkManager start
Or, the somewhat more drastic measure (that the package scripts seem to use):
/etc/init.d/dbus restart
