I have heard that this is a problem with NDISWrapper and some windows
drivers, have you tried the BCM drivers?

and WPA Personal connections work fine when I select them from the
dropdown and configure their authentication methods and keys, but for
open/unsecured APs it just spins for a minute and fails. Manually
configuring the connection works fine.
I'm running Ubuntu 6.10 (also had this problem in 6.06) with a Dell
TrueMobile 1400 (Broadcom BCM4309) using ndiswrapper.
