Stefan is correct on both counts, the latest version in the Dapper
Repo's is 0.6.2 and just like Debian Network Manager does not manage
any devices listed in /etc/network/interfaces.

I'm not sure here, but i think ubuntu ignores interfaces listed in
/etc/network/interfaces. Debian does exactly this.
