Instructions for compiling CVS networkmanager on Ubuntu Dapper Drake 6.06

Just fyi, in case anyone has the desire in the future of wanting to test
NetworkManager CVS on Dapper Drake 6.06, I have made my compilation
steps into a HOWTO that seems to have fewer steps (and involve only
getting rid of -Werror instead of the 3-4 changes to different files in
the CVS version recommended by other HOWTOs I have read). In case anyone
