I talked to Jouni (wpa_supplicant guy) about this, and he thought that
drivers shouldn't report disconnect events when scanning. This patch
won't really fix that, but I guess this means another round of driver
updates, unfortunately. Ideally, all drivers would do background
scanning like Madwifi and Prism54 (fullmac).
