I guess... But really what I want is a "condstart", e.g. a "start if not
already started" feature to the initscripts. Unfortunately this doesn't exist.
There's condrestart, but that's not quite what I want.

Cool. I was going to send Dan mail about it, but clearly you've already done so

OH, another thing I noticed today -- I just swapped over from wireless to wired,
and I was having problems with DHCP on the wired network... And NetworkManager
died. I don't have a core file anywhere, so I don't know HOW it died.. But I
was able to repeat this a couple times in a row. Here's some of the logs.
