I'm surprised to see this; are you running a 2.6.10 kernel (as required
by hal-0.4.7 on FC3 and in FC Rawhide) and what is the output of 

 /sys/class/net/eth0/carrier

where you should replace eth0 with the interface name of your wired
interface.
