no wireless connection at boot to Cisco AP

Boot with wire unplugged. NM has not obtained a wireless connection to a
Cisco AP after several minutes (works fine with SMC AP).
Plug in wire. NM gets a wired connection. hal-device-manager outputs:
PropertyModified, device=/org/freedesktop/Hal/devices/pci_8086_101e
key=net.80203.rate, rem=0, add=1
value=100000000
key=net.80203.link, rem=0, add=1
value=1
Unplug the wire. hal-device manager reports:
PropertyModified, device=/org/freedesktop/Hal/devices/pci_8086_101e
key=net.80203.rate, rem=1, add=0
key=net.80203.link, rem=0, add=0
value=0
NM brings the wireless interface down and then up which is reported by
the hal-device-manager.

key=net.interface_up, rem=0, add=0
value=0
PropertyModified, device=/org/freedesktop/Hal/devices/pci_8086_4220
key=net.interface_up, rem=0, add=0

NM obtains a wireless connection to a Cisco AP. NM gets a little kick
from plugging in the wire and then unplugging it.
