More services to restart

It would be nice if NM restarted NTP when it switches networks. NTPD
fails on boot now for me (as I have no network), so I have to manually
restart it to do an ntpdate once NM gets a network up for me.
I guess a nice second step would be the ability to configure what
services should be restarted on change of networks, I bet I could
think of a few more I would want to restart as well.
