as an end-user, i already find it difficult enough that i have to open an random folder to get the File System entry in places, it doesn't appear under Places in the menu bar on the panel.

accessing the root of the fs hierarchy is something that is always necessary and a fundamental filesystem operation.

Not that many, and additionally "View->show hidden files" is a lot more
visible than a magic preference in some tab in the preference dialog.
Its a regular, always visible menu item, and just scanning the menu
items in the main menu will let you find this.
