Many file types have embedded thumbnails that require minimal
processing such as opendocument files

I think some raw images also have thumbnails embeded

I thought it was up to the thumbnailer to decide on file sizes?

I've actually run into issues with this in KDE as it applies the same
file size limit to all file types
