Animated Background

Hi,

Here is a patch to Eel that changes EelBackground to use the new
GnomeBG class in libgnome-desktop. Along with some changes to
control-center that haven't landed yet, this will get us animated
backgrounds as discussed on DDL:

and also get rid of a bunch of code that previously was triplicated
in eel/control-center/libbackground. For eel, the diffstat is:
