I don't see how the right policy can ever be filling the always visible,
always lacking space desktop with stuff that is very rarely used
(floppies???). The current policy was very much a design choice. I don't
see what is so cumbersome about going to computer for this. And, isn't
it also availible in the places menu of the panel?
