FWIW, it reminds me of:

The thing is, there's not only the panel who can accept drops from the
desktop (although it's the most prominent use). The file chooser could
do it too, eg.

About the panel: I think the way to go here would be to load a
drivemount applet with only one button (the one for the dropped drive).
It probably needs some work on the applet infrastructure, though.
