gnome-theme-manager doesn't install icons

I'm not sure I'm in the correct list, if not, just please tell me where is
it appropriate to ask this question.

I'm running Gnome 2.6.8 (Debian/unstable). I'm trying to install icon 
theme (http://art.gnome.org/themes/icon/677/) using gnome-theme-manager,
which pretends to do its work (unpacking archive to ~/.icons), but nothing
actually happens.

Untarring archive manually to aforementioned place works, icons are
instantly available. Should I file a bug, or is it some known issue?
