A silly question: why nautilus needs to register icons yet available in
gnome-icon-theme package? 

A tip: take a look at bug #154871. It's about bad icon scaling in gnome-
panel. You have to scrub recent panel changes, but maybe there could be
useful code. Oh course you can pick up a test icon theme for scaling
issues.

A note: as pointed in bug #154871 default-icon-theme [hicolor] is
broken. I wrote to our brave captain Alex about it and I'm waiting a for
a reply.
