I'd really prefer ~/.gnome2/nautilus-templates (or something), as:
a) this isn't something I can *trivally* use from sh [1]
b) there is a Locations menu entry for it already, which provides a UI
for it.
Maybe a GConf key is a good idea.

[1] A simple shell script called "template" which copied from the
template folder with tab completion would make it usable I guess
