I can't be sure until I have more clue, but ...
Maybe people just think of "passwords", and will find it difficult to think
of a password as a key. Maybe "key" is too technical a word for normal users
to understand. If there are ever user-visible "keys" without passwords, then
maybe it really does make sense.
