The upside of doing it at the gnome-vfs level is that you get the icon view
and the list view "for free", you get things like file copying "for free",
and other gnome-vfs-using programs can read the files directly out of the
archives, without extracting them first.

The upside of doing a separate viewer is that you're more likely to be able
to get it to work without changes to Nautilus itself, and you can easily
customize the details of the user interface with commands that are specific
to the format.

The original implementation of looking inside RPM files was done as a
viewer. And the implementation of looking inside .tar archives was done via
gnome-vfs.
