Nautilus already supports the background capplet.  There might be some
bugs related to this, but it is already working.  If you find a case
that doesnt work, please file a bug at http://bugzilla.eazel.com/

Also, Nautilus supports setting the Desktop backgrounds by simply
dragging icons from the (Edit->Customization) and dropping them on the
Desktop.
