I'm inclined to vote against this.
Muine has been designed to work with one-button mice, and if plugin
authors can somehow be forced to respect this through not providing a
context menu API, then I'm all for it.

However, a context menu API, and purely an API, with empty and thus
disabled context menus by default, may not be so bad.

In conclusion I'll leave this up to you, with one 'restriction' - no
context menus if no plugins are installed :)
