Looks like I lack this requirement. For clarrification, is there a url to the repository for the
developer documentation, and are there any guidelines that I need to read over before
submitting a patch?

it's great to see you're trying to increase the GTK (and thus the GNOME) programmers base, I was wondering 
whether you decided to contribute anything upstream, for example by submitting patches against the existing 
GNOME developers documentation: that would be necessary for your membership application to be accepted.
