libgweather: "feels like", sunrise/set and moon phase calculations.
Other bug fixes

Detailed description:
libgweather: "feels like" additions relate to wind-chill and heat index calculations.

Sunrise/set calculations are the modifications that allow the icon to switch from sun to moon depending on 
the local time (required additions to Locations.xml.in so that weather station latitude/longitude values were 
included -- though now I'm wondering if this can be considered something in my favor ;-).  Also tracked 
weather station reports for about a year so that non-reporting stations could be pruned from the list.

Phase-of-moon calculations may be included in 2.29.3: added icons based on existing moon image and script so 
that other themes may be able to generate these images as well.

Recently added as libgweather developer.
