Rafael has been very dilligent at taking care of the PyGTK website, and
helping new users get used to the tool. He helps maintain the site news
and also the separate FAQ application (and I hear he's moving it to a
GNOME server). He's also been active on the bug tracker and on IRC. I'd
vouch for his membership application.
